Key Responsibilities:
Lead the design, implementation, and strengthening of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems for project activities.
Develop results frameworks, logical frameworks, M&E plans, indicators, data collection tools, and performance monitoring systems.
Establish methodologies and mechanisms for tracking project outputs, outcomes, and impacts against agreed targets.
Design and oversee baseline studies, endline assessments, surveys, evaluations, and other research activities.
Ensure the quality, accuracy, integrity, and timely reporting of project data and performance information.
Conduct quantitative and qualitative data analysis to generate evidence-based insights for project planning and decision-making.
Support project teams and stakeholders in data management, reporting, and utilization of M&E findings.
Provide technical guidance on monitoring and evaluation systems for Social and Behaviour Change Communication (SBCC) interventions and development programs.
Prepare high-quality analytical reports, progress reports, evaluation reports, dashboards, and performance reviews.
Build the capacity of project staff and stakeholders on M&E methodologies, tools, data collection, analysis, and reporting.
Ensure compliance with Government of Bangladesh (GoB) and Development Partner (DP) monitoring and reporting requirements.
Requirements:
Academic Qualification
Master’s degree in Social Sciences, Statistics, Economics, Mathematics, Business Administration, or a related discipline from a recognized university.
Professional Experience:
Minimum 15 years of professional experience, including substantial experience in the public sector.
At least 7 years of demonstrated experience in Monitoring and Evaluation (M&E) of donor-funded development projects implemented within the public sector.
Proven experience in designing and managing M&E systems, frameworks, indicators, and performance measurement tools.
Strong familiarity with development-sector M&E systems, particularly in:
– Social and Behaviour Change Communication (SBCC) projects;
– Government of Bangladesh (GoB) programs and reporting systems;
– Development Partner (DP)-funded projects and results frameworks.
Strong expertise in quantitative and qualitative data analysis, research methodologies, and performance assessment.
Proficiency in statistical analysis, data visualization, database management, and relevant computer applications.
Experience in preparing evaluation reports, analytical reports, performance assessments, and project documentation.
Excellent analytical, communication, presentation, and report-writing skills.
