Key Responsibilities:
Tender and Opportunity Identification
Monitor government procurement portals, newspapers, development partner websites, and procurement platforms for upcoming opportunities.
Track opportunities from ministries, departments, autonomous bodies, city corporations, public authorities, and donor-funded government projects.
Maintain an updated pipeline of potential tenders, RFPs, EOIs, RFQs, and consulting opportunities.
Analyze tender requirements and assess organizational eligibility and competitiveness.
Strategic Positioning and Partnership Development
Develop and maintain relationships with government agencies, development partners, consulting firms, and technical experts.
Identify and establish strategic partnerships, joint ventures, consortiums, and subcontracting arrangements.
Represent the organization in networking events, consultations, workshops, and stakeholder meetings.
Maintain a database of partners, experts, consultants, and potential collaborators.
Proposal and Tender Management
Lead the preparation and submission of Expressions of Interest (EOIs), technical proposals, financial proposals, and tender documents.
Coordinate with technical teams to gather inputs and develop competitive proposals.
Ensure compliance with PPR 2008, donor procurement guidelines, and tender requirements.
Review eligibility criteria, technical requirements, evaluation criteria, and contractual obligations.
Develop proposal submission schedules and ensure timely delivery of all documents.
Market Intelligence and Business Growth
Conduct market analysis to identify emerging opportunities and sectors.
Track competitors, procurement trends, and government development priorities.
Analyze tender outcomes and generate lessons learned for future submissions.
Support management in developing business growth strategies and annual business development plans.
Client Relationship Management
Maintain regular communication with government counterparts, Project Management Units (PMUs), and development partners.
Support contract negotiations and post-award relationship management.
Ensure visibility of organizational expertise among key stakeholders.
Internal Coordination and Knowledge Management
Maintain a repository of organizational credentials, project references, CVs, legal documents, and proposal resources.
Coordinate with finance, operations, technical teams, and management during proposal preparation.
Develop and update capability statements, company profiles, and project experience databases.
Prepare regular reports on business development performance and pipeline status.
Requirements:
Academic Qualification
Master’s degree in Business Administration, Public Administration, Development Studies, Economics, Marketing, Engineering, Social Sciences, or any other relevant discipline from a recognized university.
Professional Experience:
Minimum 5–8 years of professional experience in business development, proposal management, tender management, consulting services, or a related field.
Demonstrated experience working with Government of Bangladesh procurement processes.
Experience working with development partner-funded projects (e.g., World Bank, ADB, UN Agencies, GIZ, EU, Embassy-funded projects, etc.) will be considered a strong advantage.
Proven experience in identifying business opportunities and securing consultancy assignments, service contracts, or development projects through tenders, EOIs, RFPs, or RFQs.
Hands-on experience with the Bangladesh Electronic Government Procurement (e-GP) system, including tender identification, document preparation, bid submission, clarification management, and contract award processes.
Knowledge and Skills
Strong understanding of Public Procurement Rules (PPR 2008), government procurement procedures, and donor procurement guidelines.
Excellent proposal writing, analytical, documentation, and report-writing skills.
Strong networking, stakeholder engagement, negotiation, and relationship management skills.
Ability to manage multiple proposals simultaneously and meet tight deadlines.
Strong organizational, strategic planning, and project management skills.
Excellent written and verbal communication skills in both Bangla and English.
Advanced proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
Existing professional networks with government ministries, departments, agencies, development partners, or consulting firms will be considered an advantage.
Experience managing consortiums, joint ventures, or multi-partner projects will be considered an advantage.
Experience in consulting, communication, infrastructure, water, health, education, governance, climate change, or other development sectors will be considered an advantage.
